What is the Best Fishing pole for me?!?

I am 16 years old so nothing too expensive 60 dollars maximum, but I use Spinner bait, worms, and fake worms. I also jig sometimes. I am a beginner level fisherman. I am fishing for bass and bluegill in a medium sized pond. The bass weigh up to 9 pounds but those are rare. What should I get. If you dont know a specific pole at least what brand or what type.
